I have been in the computer field since 1985. I have developed Web/Database applications since 1995. Previous to that I was an independent consultant, managed university library automation systems, developed and ran university computer teaching labs, and taught computer applications and programming.
Qualifications
- Fifteen total years creating database applications including data conversion and data linking, queries, and reports.
- Nine years designing, building, and maintaining SQL Server databases, as well as designing, building, and maintaining ASP.NET, ASP, Access, and VB clients. Maintaining databases using SQL, and VBScript.
- One round of annual statistical reporting for the Alaska Division of Juvenile Justice. I was covering the Research Analyst position in addition to my development work.
- Ten years teaching the use and programming of Microsoft Access and Office applications, and database theory and practice, part time.

Developed a Web/database application to manage water production for compliance with municipal water rights. Worked with stakeholders and Golder water resources consultants to develop the list of requirements. The Web application has role based authorization and automates the complex calculations needed to manage water rights. Simple reports are provided for daily water system operations and more complex reports are provided for city management and other stakeholders.WRIA 7 Geographic Response Planning
Washington State Department of Ecology Snohomish River, Washington
Designed an oil spill response plan management application for the Snohomish River Watershed (WRIA 7) in Washington State. Worked with stakeholders and Golder consultants to collect information on the requirements for data storage and presentation; developed a database and a data management tool to allow for quick and easy updating of multiple geographic response documents; integrated the data management tool with a complex spatial Web site which allows the user to create a series of reports that contain the most recent oil spill response data for a specific area, customized for current weather and stream flow level. An organization of international mining companies dedicated to reducing liabilities associated with sulphide mine materials. Members: Anglo American plc, Barrick Gold corp., BHP Billiton plc, Freeport McMoRan Vale Inco ltd, Newmont corp., Rio Tinto ltd, Xstrata plc.Provided consultation for the development of the GARD Guide. Created a Wiki with role based security for development of the guide and eventual public access. Formatted and entered the original content. Trained editors in the use of the Wiki.

A data cleaning project that included database development, analysis, and programming. I used SQL Server 2000, Enterprise Manager, Query Analyzer, and Microsoft Access 2003. I wrote SQL scripts and DTS packages, and documented the use of the scripts and packages for the analysts.

I was an independent Web and database developer in the Seattle area. One new 200+ page Web site (seamar.com) and a couple of Web site rebuilds.
January 2002 through April 2005
I developed database applications for Juvenile Justice in the Department of Health and Social Services, State of Alaska in Juneau, Alaska. As an Analyst/Programmer IV I was involved in the entire development process, from building a business case to maintenance.
My first task at Juvenile Justice was to provide support for the rollout of a new statewide client tracking system.
- I helped train and provide technical support to almost 400 staff as they learned the new system.
- Tasks included creating a staff database to track training 400+ staff on the new software.
- I also became the database manager for this Juvenile Justice client tracking application.
Projects completed at Juvenile Justice:
- An Access/SQL Server application that assesses accused juvenile offender for secure detention based on data from the client-tracking database. Details are displayed, scores are saved and reports can be printed. The module contains about 1,200 lines of T-SQL in 21 stored procedures and about 2,000 lines of Visual Basic code in the client.
- A Web/SQL Server application to track 400 individual staff through the training process for a new client-tracking system.
- A Wiki allowing staff to post questions and answers to technical and procedural issues.
- A set of applications to track staff information for budgeting, communications, and training. The output includes a staff contact form on the Division of Juvenile Justice Web site.

I was an Analyst/Programmer working with Visual Basic and SQL Server, and ASP Web pages using IIS and SQL Server.
Two of the applications I created combined display of image files with display of related database records.

I was an instructor at the non-profit Alaska Vocational Institute, Juneau, Alaska. I taught computer applications, and installed, maintained, and administered a Novell 4.1 network, a Microsoft network, and a leased line 56k TCP/IP link to the Internet. Some of my classes were taught in a standard classroom, some were taught in a maximum-security prison.
September 92 to December 94
I was Coordinator (Director) of the Western North Carolina Library Network, Appalachian State University, Boone, North Carolina. I administered a library computer department serving five libraries on three university campuses.
I maintained an LS2000 Data General system, while coordinating the design, procurement, installation, and migration to a new system running INNOPAC under UNIX on a DEC Alpha computer. I was responsible for adding a Web interface to the specifications for the new library systems.
